I am a photography student who recently started using the voc rehab program and I could really use some help getting some things to help me but my counselor is fighting everything I request. Any ideas on how to go around this? It is a very expensive program and I am falling behind because of the lack of equipment.

Welcome to Hadit. Put in writing what you want and ask for a review, You should be scheduled for an evaluation and my experience is that they will send someone who may be able to recommend what you want. It still comes to a decision made by your Councilor but you can appeal if you don't like it.
Every Voc Rehab is different it is the most unevenly managed I know of that VA offers Veterans.

If your professor will write a letter stating you need certain equipment in order to continue pursuing your photography, take that to the counselor. Be very specific in what you ask for and write a short memo why you need it, then get 2 or 3 estimates or manafacturers, and make sure you identify the one that work best for you and send it to them.
They will either have to approve or deny. If they send a denial you can ask for an admin review. I think if it goes that far they will get you the equipment you need for school.
