What is the best way to ask my RO a question regarding my decision.

If you ask the person at the RO 800 number you will just get what you already know and maybe a little less. If you can get up the ladder a little you will get more. I forgot what postion helped me with my claims, but they were very helpful.
Just ask straight out what you want to know.

Send an IRIS request and ask that they reply in writing.

Thanks for the reply Sharon. I did an IRIS request last night, but requested response in email.Send an IRIS request and ask that they reply in writing.

IRIS through email is good for basic claim questions. It's tough to get a thorough answer without getting a brown envelope in the mail.

I tried to pin Iris down once.
I ask is it this or this.
She said, "Yep".

Thanks for taking time to reply Stretch. This is a specific question about a decision as to whether a previous rating from 36 years ago isI tried to pin Iris down once.

protected. They did say I wouldn't be compensated for the retro, but were very vague as to what happened to the 50% rating. It was in their
system all these years & I never knew about it until 2011. The good news was they gave me a C&P & a 70% rating for same disability.

I have found the best way to get an answer is to go to the RO and ask them. I just went to the Hartford (Newington) CT RO last week and they answered my question.
