Hello I am 100% P&T and on SSDI. In the past I was involved in the Voc rehab program but dropped due to health issues. Not that I am getting SSDI and approved for Chapter 31 benefits will the SSDI benefits be affected if I return to school part time? Will the stipend be considered income?

Sounds to me like you need to call your local SSA office. If I, or anyone else, were to give you advice on this, I'd be afraid, if I were you, that we could be entirely wrong, and it'd wind up costing you.

No School is not considered income. It may be considered rehab

As already stated call SSA for such information. There are a multitude of rules and regulations on this issue. In today's time most are pro-receipent and intended to get you back on the job roles if possible.
